Quick answer
The Star Realms Rise of Empire All-In Tier bundle is the most complete way to get every card from the expansion, but you only need the separate sleeve bundle if you choose the standard (non-deluxe) tier.
What the All-In Tier includes
The All-In Tier bundles every Star Realms Rise of Empire card into one package. It is designed for players who want the full expansion without buying individual packs or promos later.
If you order the Deluxe All-In Tier, sleeves are already included. The standard All-In Tier does not come with sleeves, so you may need the separate Star Realms Sleeves Bundle to protect your cards.
Sleeve considerations
The Star Realms Sleeves Bundle: Rise of Empire All-In Tier covers all cards in the standard All-In Tier, with extras for the Locked promo pack if you add it. It contains 20 packs of Star Realms Sleeves (60 sleeves each) and 4 packs of Clear Sleeves (50 each).
If you already own sleeves or prefer another brand, you can skip this bundle. But for a matching look and consistent shuffle feel, the official sleeves are a convenient choice.
Decision rules
- Choose the All-In Tier if: You want every Rise of Empire card in one box and don't want to hunt for individual packs or promos later.
- Add the Sleeves Bundle if: You order the standard (non-deluxe) All-In Tier and want official Star Realms sleeves to protect all cards from the start. The Deluxe All-In Tier already includes sleeves, so skip this add-on for that version.
- Skip the Sleeves Bundle if: You already have compatible sleeves at home or prefer a different brand. The bundle is optional and only needed for sleeving the standard tier. Check your existing sleeve supply before adding this to your cart.
